At a time of momentous changes in East-West relations, NATO's apparent raison d'être, that of a military bulwark against the Soviet bloc, would seem to be disappearing. Arguing against the implied notion that NATO has become obsolete, Jamie Shea contends that the Alliance's political role as always intended to be its primary one and that the reduction of superpower antagonism allows the assertion of the longer-term goals that underpinned the inception of NATO. The Alliance can now strive to implement its political agenda, that of fostering an international relations system based on cooperation and mutual confidence that protects human rights and political freedoms, an agenda it has always maintained but that until now has taken second place to its military role.
