The Institute for Security Studies started work on 1 July 1990 in Paris on the basis of a decision of the Ministerial Council of Western European Union. It represents a new approach to studies and discussions on European security. Both a subsidiary body of the Council of WEU and an autonomous research institute, at the service of the European countries involved in the work of WEU as well as a catalyst for the debate on European security, it is intended to assist the development of a European security identity.
